Cardinia Shire Update on New Residential Zones
Cardinia Shire – NEW RESIDENTIAL ZONES – Update 1st June 2009
Consultation Paper
- The Minister for Planning through the Department of Planning and Community Development (DPCD) has released a further consultation paper for comment regarding the proposed new residential zones for Victoria.
- The consultation paper sought comments from Councils regarding the new residential zones, submission were required to be lodged by 9 April 2009.
- Council made a submission to the consultation paper.
Next Step
- A Planning Panel has been established by the Minister for Planning and will hear verbal submissions from parties, these will occur between 1-16 June 2009.
- The Panel will report back to the Minister for Planning with final zones expected late 2009.
The New Zones
Three new zones are proposed. –
- Limited Change zone –
- Incremental Change zone –
- Substantial Change zone
When finalised, the new zones will allow councils to identify key requirements for new housing in residential neighbourhoods such as:
- Building height limits
- Minimum street setback
- Separation distances between buildings including the side and rear setbacks
- The provision of smaller or larger backyards
- Site coverage
- Front fence height
- Once the new zones are developed DPCD in consultation with council will then conduct the translation of the new zones into the Cardinia Planning Scheme. The full details of this process have not been explained to council.
It is proposed in the draft paper that the following zone translations will occur.
- Limited Change zone to apply to the Residential 1 & 3 zones with certain overlays.
- Incremental Change zone to apply to Residential 1 & 3 zone.
- Substantial Change to apply to Residential 2.
Council cannot confirm any new zone changes at this point in time.
Council must go through the translation process prior to confirmation of any zone changes.
Upper Beaconsfield township
- Upper Beaconsfield township contains Rural Living zone, Low Density zone and Residential 1 zone, the township is also affected by various overlays.
- It is therefore expected that the Residential 1 land will be contained within the Limited Change zone.
- Council has not been advised of any changes to the Low Density Residential zone or Rural Living zones.
